I'd think no different than State Fair on City of Dallas Property where they have to let you carry.
I think people carried last year; I personally wouldn't carry "off-body" though...fanny packs/purses etc might get searched.
If it's a problem ... just go by kayak... I'm told most of the "noise" is loud enough to be heard on the water Take water to drink and a picnic basket ... wear a life vest.
