They are not off-limits to CHL carry, however, the social-service agency that regulates them may have some rules regarding the presence of firearms in the facility. This could result in the problem where they cannot prohibit licensed carry (due to being on government property), yet could lose their daycare license (if they actually have one) if they DON'T prevent it.
