Meetings of a governmental body aren't off limits.
Such meetings can post a valid 30.06 notice, though.

State parks on Corps land are still Corps land, and subject to Corps rules (according to the Corps, anyway).
As I understand it, this is because state parks on COE lands are leased from the Corps. There could be exceptions, which would bring up a whole different argument.

There's no conflict.
327.26 says they will enforce state law regarding carrying weapons, among other things.
327.13 bans loaded guns, with a few exceptions.
The second one is an additional restriction, whether or not you're in violation of state and/or local law.
