Larry you are correct on both counts. And 4-H is actually administered by the USDA as part of CSREES(Cooperative State Research, Education, and Extension Service), which in turn is administered by the Texas A&M and Prairie View A&M Agricultural Extension Service.

FFA is chartered by the U.S. Congress, and comes under the auspices of the Dept. of Education, and trickles down to state then local educational systems.
