It's already been said it's an obsolete sign but the current law doesn't require signs posted at or near doors, only that a sign is "displayed in a conspicuous manner clearly visible to the public." Concealed behind a planter isn't clearly visible, but openly displayed on a wall of the hallway probably qualifies.
