Actually "hanging out" in the left lane is against the law in Texas. See Transportation Code 545.051(b). This has solved my problem with many tailgaters and they just pass me and tailgate someone else.
This is exactly what I do whenever someone is too close behind me. My wife and I actually get into arguments about this. She will be driving in the left lane at say 5 over the speed limit and have someone come up close behind at a high rate of speed. I'll recommend that she should pull over and let them pass, and she really has a hard time with the idea. I think she takes it personally, like I am telling her she is driving too slowly, despite my attempted explanations that she should just let the other person drive how they want.
