I'd state, instead, that some people need some rather thoroughly intensive training with regards to firearms handling, and to be held strictly responsible for any harm or damages they cause through mishandling.

I would not deny a firearm to anyone legally eligible to own it, not even if they're foolish in their weapons handling. If they endanger me with their foolishness, they stand a good chance getting a rather personal look at Mr. Blasty, but I'd not deny anyone the means of self defense. Even fools get attacked/mugged/beaten/raped/etc, just like the rest of us.

The guy who shot himself needs to be held legally responsible; his injuries should be paid for out of his own pocket, not insurance or anything else. Any other damages to persons or property likewise need to be paid for from his pocket. And he needs to have the point hammered home that if he shoots someone else by mistake, they may shoot back.
