Being a gang member in Texas excludes one from being able to carry under the presumption of traveling.

There are so many things "wrong" in this story that the only excuse is that "it's Kalifornia".

If it were Texas.
reckless endangerment.
Unlawful carry of a weapon.
Gang member with weapon. Just for starters....
