He told me he would feel safter about it being registered in case it was stolen and used in a crime.

The legal owner simply needs to keep the serial number of the firearm in his own personal records.

If the sad day ever comes when the gun is stolen, he may then provide the serial number to the Okie LEO's at that time. Simple.
