The idoicracy of this is that an UNLICENSED person who is carrying on or about their person while in their vehicle travelling does not need to notify a LEO that they are carrying...... Why should a CHL holder be required to identify themselves, its not as thought LEO's don't have the info in a datab...

I may be wrong about this, but I don't think the federal law applies in this case. I wonder if "unloaded" is interpreted as an "empty gun," or without possession of ammo????? More directly can you have an "unloaded gun" locked up, and magazine with ammo?
