It is no rumor. As of now, DPS requires NRA, POST, or TCLEOSE certification before taking the CHL instructor course.

Once you register for the course, DPS will send you a detailed packet with all the info you need, including ammo requirements (they won't let you shoot just anything on their range).
You need 50 rounds to qualify with each firearm. If you pass the first time out, then you need 100. If you think you might be easily rattled, then bring 300. You have 3 chances to qualify, just like regular CHLers. The only difference is you have to pass at 90% instead of 70%, and you have to do it with a DPS trooper standing at your shoulder.

The instructor's course is $100.
