Just a few notes...
Was at the stock show on Saturday for the sheep dog trial. No one ever checked my bag upon entering the Stock Show area, no metal detectors, either.
I believe the Reliant complex is owned by the Harris County Sports Authority-possibly it is joint managed with City of Houston, but the 2 jurisdictions generally don't play well with others with regard to maintaining/operating properties/facilities.
School groups such as FFA are big exhibitors but not the only ones. You will also see private ranches showing their animals-they often have the fancy set-up areas with the ranch name/logos.

I would think the other factor would be that you cannot buy a ticket for the concert only. Tickets are for the rodeo. The concert is additional entertainment (like the chuck wagon races), second to the sporting event-the rodeo.
