Well, this is probably my naivete talking, but if unlicensed OC could be accomplished as simply as Chas put it, then it wouldn't take much to draft a bill that would insert that word into the TPC. If Chas was willing, he could draft the bill and give it to the OC.org people and then, if they do succeed in finding a sponsor then at least it'll be the right kind of bill.
