Nothing in the new law, says you should have a belt on you. All what it says carried in belt or shoulder holster.

Today, I was at DPC, one shooter had a paddle holster, he did not had a good belt. The holster flew with the draw, it was embarrassing, not safe if he had touched the holster on the ground he would slapped with procedure penalty. Paddle holster with out a good belt are not safe, worthless and should not be used without a belt. The paddle is designed to easy un-mount the holster from the belt and or mount the holster on the belt

From the above, definition, said belt is NOT required. The TX legis did not require a belt to be on your body, nor said belt handgun holster to be on your body. If you are holding said holster you are carrying it, no?
