This topic made me start thinking (I do it occasionally), so I sent the following to the State of Utah:
Is a Utah non-resident CFP in any way dependent on having a valid CHL/CFP in another state?
If your TX CHL is suspended in TX pending investigation, is your UT CFP still valid in TX
The response was as follows:
No. You do not have to have a cfp from your state or any other state. It does not matter whether you have one or not, from another state,to qualify for a Utah CFP.Thank you

MPA allows someone to carry a handgun "on or about his or her person" and requires it to be concealed (not "in plain view")

I always wonder about the contradictions between the two...I guess the holder of a CHL has a deeper civic-duty than anyone simply carrying under the MPA. Keep in mind that the motorist under the MPA umbrella is not carrying on his/her person concealed. Or they shouldn't be.
They could be -- as long as they're in their car. (Civic duty???)
Bad turn-of-phrase...'held to higher standards' would probably be a better term.

Isn't the issuance of a non-resident UT CFP based on the premise that you a hold a TX CHL? If so, wouldn't suspending the one invalidate the other until resolved?

If I were an LEO and I ran your plates and it came back with a Suspension, I would probably totally discount the UT CFP.

Just my thoughts on the subject.
