This could be completely on the up and up.

I purchased a handgun for my son before he was 18. Technically it was still MY handgun and I maintained Control of and responsibility for it until he turned 18 (kept in my Safe, He only handled/shot it under adult supervision etc.)

Now he is 18. It is HIS gun and he can keep it in his safe and shoot it anytime he wants (as long as he doesn't annoy me or the neighbors after dark) and sell it himself. If he purchases from an individual, he can buy any other handgun he wants legally. Since we reload the ammo issue is moot but they do sell carbines in most pistol calibers so that can be dealt with. The ONLY restriction is that BATFE regulations FORBID a FFL from selling a handgun to under 21 so if he wants a handgun from a licensed dealer, I or my wife must purchase it as a gift for him.

As for CHL, if he were to join military (or police force) he could get one before he was 21.

On his 18th birthday, he marched into Academy and bought himself a Remington 870 pump.
