It was part of the parking lot law. Before then, Farmer Brown was able to exercise his property rights without a special shout out.
Ah, thanks. Not being in that industry at all, I was unaware of any of the issues pertaining to CHL.

This provision was necessary to get one Senator to vote to bring the bill to the floor. It's totally unnecessary as Farmer Brown's land is not a parking lot owned or controlled by the employer.
