In fairness to your friend, if most of his weapons processing knowledge was acquired while in the military, then he is used to a system (as opposed to the individual) which attempts to account for the location of all weaponry at all times, and in which people have to sign things out and then return them for locked storage. If that is the general experience for him, then it would be natural for him to assume that they are as tightly controlled in the civilian world.

You CAN'T register a weapon if there is no legal avenue written into the law for doing so. Neither Texas nor Oklahoma have that legal avenue. So it doesn't matter if he buys it in Texas or in Oklahoma—or if they settle in Texas or Oklahoma—he can't register the gun. If he walked into the local cop shop and said "I want to register this pistol," they wouldn't know what to do with that request except to tell him that they can't do it.

It would be like saying "I want to register this cucumber."
