I think 25 states have some type of unlicensed handgun carry, usually open carry. But only 4 or 5 have unlicensed concealed carry.Charles L. Cotton wrote:You are saying that more than 25 states have so-called constitutional-carry?Ameer wrote:More than half of the states allow citizens to carry a handgun without a license but I learned to accept that Texas Republicans are not pro gun enough to support mainstream gun legislation like that.

Re: HB 560 - Holy Grail?
Wow that is a really elegant political solution that encapsulates pretty much what all the pro-gun constituencies want, with a bill that most legislators really ought to be able to vote for. I hope it gets the consideration and backing it deserves.

Re: HB 560 - Holy Grail?
Except that they are preempted by State law from doing so and removing the Legislature's specific grant of power to regulate, doesn't seem to make counties and municipalities able to do so. That is if they haven't found that power somewhere in the other 199 pages of the Texas Constitution.Papa_Tiger wrote:Be careful what you wish for there. That has been used to ensure that the Legislature and ONLY the Legislature has that power. Otherwise cities would be free to create their own ordinances and regulations regulating the wearing of arms.CleverNickname wrote:HJR (whatever) - The Every Child Should Have a Cute Puppy or Kitten Act - modifies Article 1, Section 23 of the Texas Constitution to remove the phrase "but the Legislature shall have power, by law, to regulate the wearing of arms, with a view to prevent crime.”

I think we need to take a page from the US Congress, and name our bills like HB560 something very patriotic and law enforcement friendly, regardless of the contents of the bill.

HB1911 - Restoring Civil Rights to Minorities Act
SB349 - Providing Safe Educational Environment Act

Re: HB 560 - Holy Grail?
It was suggested that this is the doing of Joe Straus who is the definition of a RINO. However, I suspect this bill was just to too much for many wobbly Republicans. My guess is Straus runs in a district that would normally elect a Democrat and of course he works with the Democrats to keep the Speakership. I've heard he's also blocking the consideration of Article 5 Convention of States and the Sanctuary City Legislation. Anybody up on legislative doings know this?doncb wrote:Don't hold your breath. Maybe some "fluff" like allowed calibers or giving somebody a discount will pass, but nothing worth anything. For such an allegedly gun friendly state, Texas sure isn't looking like it. If our reps are afraid of their constituents not liking them voting for gun rights, maybe they should just change parties and stop living a lie. That or they need to grow a pair.TreyHouston wrote:...Snip.... i hope something (good) comes out of this legislative session...
MDA will have reason to celebrate this year. I bet Shannon Watts can barely contain her glee.

Re: HB 560 - Holy Grail?
I have had a PA LTCF in the past though now you have to appear in person to get one. PA is quite unrestrictive for a Northeastern state. Open carry there has been legal for years, but like TX since open carry, it seems to be pretty rare. There Uniform Firearms Act I think was passed in 1996. They do have some horrible court precedents that clearly contradict their law, but so does the Federal government and Texas has some potential for such too.

The only difference between Philadelphia and the rest of PA legally is you need LTCF to open carry.E10 wrote:Except Philadelphia! Its over 1 million population gives special status to shape its own gun laws. My daughter lives there and I don't carry when I visit because I'm afraid I'll get arrested for carrying while being white, straight, conservative, and male, or some other stupid stuff.ralewis wrote:PA is awesome for Gun Laws... I am there about 6 weeks a year, and actually applied/received on the spot a non-resident PA license. My family always comments about how everyone in TX has a gun, and I have to sheepishly admit that PA is substantially less complicated to deal with when it comes to restrictions.

Re: HB 560 - Holy Grail?
Right that would be TEXAS STATE HOUSE bill 560.... No relationship to National Reciprocity which would be taken up by US Congress.
