You are right.... They are subject to regulation by the base commander as authorized by law (Title 10), and every one that I have ever heard of has prohibited carry. Most likely military bases are off limit. That is even more so after Fort Hood incident.
I would be interested to hear what happens to a civilian when criminally prosecuted for carrying contrary to military regulation. I'm sure it is possible, but sometimes the feds are more lenient than the state. I remember in the 1990's that the feds gave states jurisdiction to prosecute DUI under state law even when it happened on base.
