It's been bad since 2005 when the people seeking refuge from Katrina in new Orleans flooded here. Many never left and have clustered in low income areas making already crappy areas even worse. I knew from the get go, it was gonna turn out to be the step father. I remember reading the initial story one morning and said "Yep, dude probably killed his kid for whatever reason crazy people do sad, crazy _______" lo and behold, he was a sick SOB and was assaulting her all the time.
