I've been stuck on the "Background Check : Under review" stage since then (everything else up to that point is green). I'm still under the 60-day mark, but its taking much longer than I thought. I have nothing on my record...can't imagine that it'd take more than a minute to clear me.
Today - Apr 24...57 days after I submitted all of my paperwork...my background check finally flipped to green. I'm now "Print Pending".
Today - Apr 26 - Status is "Mailed"
Do you count weekends as part of 57 days?

I am going on 62 days (44 business days) with this background check.
I would email them to check on your status or call them and ask do they need anything else. You are over 60 days now it can't hurt nothing.
I actually emailed them once before, and they told me to wait 8 business weeks starting on Feb 23rd. So I doubt I can do much until 8 business weeks have passed.

Update: Good news. I check the status every day, and shortly after I wrote the above response and then checked the status..

Background Check : Completed
License To Carry A Handgun : Print Pending

At least for me, it took 45 business days or 63 calendar days to complete the background check.
April 27th: Background Check Completed
May 2nd: License mailed. :hurry:

They probably also only print in batches. During work hours. On work days...

If you combine the variations it could look like this:

Background check (easy): 2 days to 6 days depending on the investigator and county that the LTC potential holder resides in.
Background check (hard): 5 days to 45 days if there are multiple locations, jobs etc- or if any one county has less-than-gun-friendly reporting guidelines in house (IE- who cares about that BG check, its for a ltc, we'll get to it when we aren't busy).

So thats a +/-2 days variation in the best case scenario.

Then Batch printing... Didn't print on Friday at 5:00?... Oh well. Mondays right around the corner.

Additional +/-3 days variation.

Then batch mailing. Assuming they ALL go out only once a week, thats up to 6 days variation.

Additional +/-6 days variation.

So just based on the process with a EASY background check, you are looking at an additional 11 days variation without anything really being 'abnormal'. Throw in a county that is slow or a difficult BG check, now it can be 10 - 45 days of variation. With enough people getting LTCs (and impatiently waiting for it), there are bound to be some extremes. Sucks if you are one, but keep in mind it could be much worse...

(Keep in mind the ATF approvals or California's shitty may-issue policies, Texas' 60-day requirement is downright generous).
Do we have a list of hard counties? LOL Harris County is a big county, but is Harris County one of those hard counties?

Re: "Waiting Room"

Under review since 23rd of Feb.

Looking at the law GC §411.177 (https://www.dps.texas.gov/InternetForms ... LTC-16.pdf), the department is required to process the application within 60 days. However, 30 days after the period of time, if not heard back from, it is constituted a denial. So in layman's term, application is automatically denied after 90 days. Correct?

I don't think this is true... I had an arrest (from 1997) for DUI, that I listed on my application. The charges were dismissed after completion of a "Diversion Program". For the purpose of this application, DPS treats it the same as a conviction.
I submitted my application on Thursday 02/15/18
Completed the class and submited LTC-100 on Saturday 02/17/18
Fingerprinted on Monday 02/19/18
Checked status on Friday 02/23/18
and everything is green with "received" or "completed" status, except "Licence To Carry A Handgun: Print Pending"

I'm not sure how long this last portion takes, but I'm guessing I should receive my LTC within a week or two.
Tuesday 02/27/18 Mailed :anamatedbanana
12 calendar days, start to finish, I imagine I'll have plastic in hand within 15 days of submitting my application.
Woah! You and I started at the same date on everything, but mine is still under background check review. Oh well, I will give it a month to sort it out.
