On avoidance...If you see a snake in the grass and go around him, it doesn't matter if it was a garter or a rattler; you're clear. But sometimes, you just need to break out the hoe.

On carrying and presenting a CHL to a LEO...Presenting it is a discreet way of telling him you are carrying and establishing (ideally) you're an above board member of society. If you are carrying a weapon and not the liscense AND he discovers you are armed...well, the scenario will probably be less than polite.
