The ASVAB score is a percentile type score so the max is 100. A score of 31 is the current minimum for the Army. All Army enlistments are for 8 years. That is normally split between 3-5 years active duty and the remainder in the Inactive Ready Reserve (IRR). A Soldier can elect to spend their non-active time in the Reserves or the National Guard instead of the IRR. Whether or not a Soldier gets deployed is a function of what unit he is assigned to, not what MOS the Soldier has.

The size of the tattoo won't be a problem. The subject matter might be. A 31 is the minimum score you can get in with so it is unlikely that he will be eligible for the Ranger Regiment.
