A LEO can have a polite conversation with someone just like I can. Neither they nor I can "pull over" or otherwise compel the other person to participate in that conversation, however.

That part concerns me. State issued vehicle to a Texas Ranger, and no dash cam?The state issued pickup truck is not equipped with a dash camera, so it's the Ranger's word against the driver in this incident last February.
