Well, my guessing is that someone of authority wanted the flag on the engine. That was this fire houses choice because for some reason they felt like there was a need to. Flag was placed on city owned property (equipment) thus not owned (probably) by the person who put it there. The board who has the rights of the equipment probably asked politely for it to be taken down after some time. It was not removed off the equipment so they had to take a vote.
If this was not an American flag but a football themed flag would we be having the same discussion? Probably not... We are having this discussion because many people feel that America's values are under attack. (And they are!)

IMHO i respect the ownership of the equipment and the ruling, I would have put up 5 flags in front on the fire station instead. I am sure the board had realized their mistake of not giving a better explanation and clarified the resoning or smoothed it over somehow. 100% sure that was left out nor was reported.
