I think you hit the nail on the head. I'm not sure what law pertains to this, but, I guess if you're somewhere enjoying a meal and the POTUS wants to be there, well, I guess he gets dibbs. I know that goes for whoever holds the office. Kinda seems un-American imo. From my time stationed at K-bay, Oahu, Hawaii, (his favorite and frequent vacation destination,) I can tell you that when he visits someplace, it's a transportation nightmare.
