I think it's a lose-lose situation. Rehnquist was Chief Justice and had a long time relationship with the Bush family.
I am not trying to defend the actions of our current president, but it is clearly his decision.
I am sure that he realizes the political implications of his decision not to attend the funeral.
He and Justice Scalia were on completely opposite sides of the political spectrum.

I completely understand that they were on opposite sides of the spectrum. Here's the thing though. This is a President who now is going to want his nominee to get a hearing. This is a President who as Senator voted to block 4 nominees and is already fussing about the senate possibly blocking his nominee before the Judge is even buried! If he went to the funeral he would be able to say that he was the bigger person, he "was trying to bridge the gap" yada yada yada. 'Course it would also have made him look more presidential if he'd have put on a tie to have his televised words after the Judge passed....
I miss Reagan.
I agree that he should have worn a tie. I have read that Ronald Reagan always wore a suit and tie in the Oval Office. Even when he was alone.

U.S. Marshal, appointed by BO, over the phone, informs the judge that no foul play is involved.
How could he tell definitively without an autopsy that no foul play was involved?
Petechial hemorrhaging, while common in strangulation cases, is not always present in suffocating injuries/death.
Given the position of Justice Scalia and the unusual way his body was found, there should have been an order for autopsy issued.
Briefly in my FF/EMT career, I've come across several cases where death was "clearly" caused by MI or CVA, only to find out few days later that death will be investigated as a homicide, due to inconsistent and conflicting material vs. physical evidence.
As someone mentioned earlier, host of events and pharmacological agents can induce a MI, or CVA.
By the way, why did they go with MI at first, out of all things?
I don't get how they could conclude over the phone that absolutely no foul play was involved.

Autopsies aren't just for deaths involving foul play.
In my [limited] experience a person who has been seeing a physician for some period of time who is familiar with their medical history can sign a death
certificate stating the cause of death without examining or viewing the body of the deceased.
