Of course they are going to look at the low risk of CHL holders arrested and charge enough in memberships so they make money. Anyone who starts a business that resulted in more money going out than coming in is a fool. I saw on their website that they have over 80,000 members.
That's a lot of money they must be bringing in.
I also noticed on the contract a place for the name of the sales rep or person who sold or solicited the contract.

When I got my CHL I checked one of the companies that offered this type of service. I don't recall the name of the company. When I sent an email to get a copy of the actual contract they told me I would get a copy after I signed up. That seemed fishy to me.
I am not endorsing [Pre-paid legal service], but their website actually has a copy of what you are signing up for. That is a good sign.
Some people refer to this as "insurance". I am not a lawyer, but in my opinion it is not insurance since the providers are not licensed to provide insurance in the state of Texas.
I am not sure what it would be called other than a contract or retainer to provide legal services. As a layman, I can't be certain of that.
