I had temporarily forgotten that he used to work as an LEO so I didn't read his comments from that point of view. After reading them again I can understand where he is coming from.

I think "fee" is a euphemism for "under the table payment" which is a euphemism for bribe.

They never have the authority to give permission to break the law. They have some discretion whether or not to site you.

The next time you get pulled over for a traffic violation and get a warning, be sure to tell the officer that he has no right to give you a warning and he has to write a ticket. I am sure that he will honor your request.

Exactly.

And sfcontrol, the DPS instructors shouldn't be "interpreting" things when they teach instructors classes either.

If they feel you shouldn't be able to drink and carry, then they should fix the penal code to spell out that you cannot have any alcohol in your system.

I agree with both of you on this point.

My objection is when an instructor teaches that it is illegal to have any alcohol in your system if you are carrying. That may be an excellent policy, it may their own personal standard of behavior or their interpretation of the law. It is simply not true that is is against the law.

Non-alcoholic beer contains about 0.5% alcohol so if there is zero tolerance you could be arrested.

As for drinking non-alcholic wine or beer. Why bother? They don't taste the same.

That's a question for his instructor. That is exactly why I stated my objections about CHL instructors "preaching" in another thread.
