At that point wouldn't her CHL change from a non resident to a resident? Would it be better to wait until she recieves the CHL and then make the change, or does it matter? Sorry, I'm not sure how the state does things in regards to this (or anything for that matter, just when I think I have them figured out...)
I applied for my CHL when I had my temporary Texas DL. The only issue I had was needing a picture ID to get the notary to stamp the CHL application. Since I have a passport it was no problem. I got my picture DL two days before I got my CHL.
