The double jeopardy thing doesn't apply to civil actions, which is what a DL suspension is...as well as the associated surcharges...
This is why OJ can be acquitted of murder, but found responsible in a civil proceeding. Civil court uses a lower burden of proof.
A DL suspension is lame, and I feel it is double dipping on the state's part, but it definitely not double jeopardy folks.

I agree that it's a bad deal. I couldn't agree more actually. To the OP - once you start racking up DWLI convictions as a class C violations, you become eligible for DWLI - Enhanced (TC 521.457). Also DWLI + No Ins at time of step = DWLI Enhanced (MB) too.
So...while it's a garbage system, try to get it squared away. Once DWLI tickets, and more surcharges start up, and the 3 page DL record begins to snow ball.
DL > CHL when it comes to practicality. I fear that if you don't fix the DL it will cost you your CHL sooner than later.
