The police spokesman said the events were investigated and were "within policy."
Feels like they are trying to play both sides of the fence here... He obviously violated policy and made the agency look bad, or why else would they let him go and apologize for his actions...

The video was edited, but it was edited for what was probably the 10 o'clock news. I don't trust the national media outlets or at least take anything they say with a grain of salt, but the local ones typically aren't bad about blatantly editing things just to make a story. They obviously believed his story or sided with him after seeing the entire video. I think it was edited to show the highlights. But until the full video unedited gets released, we won't know for sure.

I believe you have the right to ask why you are being detained... That is not escalating the situation, esp. if asked politely or nicely - which I didn't hear him ask rudely - he agreed to the officers demands and asked why am I being stopped ?(or something to that effect)

I've had run in's with the Rosenberg police - they weren't pleasant, I wasn't arrested but both times the officer seemed to have a chip on their shoulder right from the start...so my view of them may be a little skewed.
