I paid online and mailed the form with my a copy of my online receipt the next day. Within a week I had the new license.

The law says you have 30 day before you have to notify the state that you moved. Not sure what constitutes the day you "move". Is it the day you make the first payment, first night stay, or the date you update your drivers license. Any comments?
There is no particular "date". You have 30 days to change both your DL and CHL.

If it is just a simple address change you should be able to do it online, with no forms to print out or mail in, or at least I didn't have to in 03.

It is not required to send you old addressed CHL back to DPS. Don't carry it with you new one though.

The only requirement for sending one back is when you modify your license by changing from NSA to SA.
