Unfortunately that is not a hard rule. All you need is a clean background to get the CHL and someone could easily be paid or forced to do so. Why can't we get a Nationwide movement going to allow bypass of all TSA security (& delays) by simply presenting our CHL (or other similar States permits)?
After all, we are certified Good Guys with a complete FBI background check. Why can't this be used for air travel (and/or ALL SECURITY) within the USA?
Not only would it help us, it would also thin out the line for those that do not have one.
