Of course they have to have a CHL, that's the whole point. Arizona CHL has reciprocity with a large amount of other states, I think right around the same as Texas has with no issue because of constitutional carry. Creighton is saying that if permitless carry (constitutional carry) passes it may hurt...

I would like to see this tracked and rated as well, I believe a JR is how a proposed amendment to the constitution would have to be moved forward. But I think this is icing on the cake. However HB195 also doesn't modify TABC 11.041, so it also appears that non-licensees would be unable to legally carry in any location with a TABC license, whereas licensees would continue to only be limited from carrying at 51% locations.
