A double push is a speedskating term. Look up Chad Hedrick (a Houston native, Olympic gold medal winner) and you'll find that he was the first to make effective use of it in racing.

The traditional skating motion has the skate pushing to the outside for power. A double push precedes the traditional push to the outside with a push to the inside (across the midsection of the body). You set down your skate, push to the inside, turn your skate, and push to the outside in one motion. It gives more power, higher gear, and an effective longer stride. It's quite a challenge to learn, but very rewarding when you do.
