I submitted my CHL application on Aug 9th (same day I took the class) and had my fingerprints done on Aug 13th.
Last night I checked my mailbox and found a single piece of mail from the Texas DPS.
I eagerly opened the envelope to find... my new driver's license.
However this morning I checked the CHL website and found that the links have changed, so I'm expecting my CHL within a few days.

I submitted a change of address for my driver's license the same day that I submitted my CHL application.

Did you submit your CHL application a while back and just get around to having your fingerprints done? The letter you received in the mail may have been sent before your fingerprints were sent in. When I submitted my application, I received an email that said if anything was missing they would notify me by mail (I'm not sure why they couldn't just send an email - it would be both quicker and cheaper).
