You spoke to someone and they hung up on you? What exactly did you say to them?

For both this go-around and the time I had a CHL before I encountered nothing but professionalism form anyone I ever spoke with at DPS. It's not the best process ever and they can't always give you an answer because of that, but they were nice at least.
I was hung up on when I asked to speak to a supervisor.

Earlier in the call she told me I hadn't sent in the paperwork. When I told her I had and I knew they had it she put me on hold for 20 sec and came back and had mysteriously found my paperwork. She told me the 60 day clock started now because she just got the paperwork (I was already at 60 days). That is when I asked for a supervisor and got hung up on.

App was on 5/2...

They are only giving me an update because I contacted my State Reps twice. They called last week to tell me it was being worked on. Offered to call when it was completed, but I told them an email instead of a call was fine. So was glad to see them follow up as promised with an email.

She left me here direct phone number (and no I won't give it out) and I called her back and thanked her for the update.

So, was this a result of asking to speak to a supervisor? Or a result of contacting my local representatives? I assume the latter.

We will see if I get my plastic sometime next week.
Received this email this morning.

"Your CHL application was completed and moved to printing and mailing. Please allow up to 5-10 business days for delivery."

GC § 411.177. Issuance or Denial of License.
(a) The department shall issue a license to carry a concealed handgun to an applicant if the applicant meets all the eligibility requirements and submits all the application materials. The department may issue a license to carry handguns only of the categories indicated on the applicant’s certificate of proficiency issued under Section 411.189. The department shall administer the licensing procedures in good faith so that any applicant who meets all the eligibility requirements and submits all the application materials shall receive a license. The department may not deny an application on the basis of a capricious or arbitrary decision by the department.
(b) The department shall, not later than the 60th day after the date of the receipt by the director’s designee of the completed application materials:
(1) issue the license;
(2) notify the applicant in writing that the application was denied:
(A) on the grounds that the applicant failed to qualify under the criteria listed in Section 411.172;
(B) based on the affidavit of the director’s designee submitted to the department under Section 411.176(b); or
(C) based on the affidavit of the qualified handgun instructor submitted to the department under Section 411.189(c); or
(3) notify the applicant in writing that the department is unable to make a determination regarding the issuance or denial of a license to the applicant within the 60-day period prescribed by this subsection and include in that notification an explanation of the reason for the inability and an estimation of the amount of time the department will need to make the determination.
(c) Failure of the department to issue or deny a license for a period of more than 30 days after the department is required to act under Subsection (b) constitutes denial.
(d) A license issued under this subchapter is effective from the date of issuance.

I suppose the bold and italic emphasis that I made can be interpreted a variety of ways. But I think it is clear, that the intent of the law is that when your app ARRIVES, the clock starts.

I agree with you. That is EXACTLY the way it SHOULD work.

Unfortunately it doesn't. That is why there is so much confusion and complaining here. If it worked that way there would not be such a discrepancy in how long people wait. I can understand one persons app taking longer than another, based on background checks, or being given to the new guys that works slower than someone else... But 15 days compared to 70+ days?

When I last called to check on mine at 60+days (using your method of counting). I was told that I hadn't sent in my documents. When I told her I absolutely had, it took her 20 seconds to find them (in other words, she had them all along and lied to me). When I informed her that the State had 60 days to issue or deny, she told me that the 60 days did not start until SHE had all of the documents. That the 60 days started then because she just "found" my paperwork. That is when I asked to speak to a supervisor and was hung up on.

So your little math lesson to the other user is just a waste of time. His application is like mine. It is on the slow path. It will exceed 60 days (even using your math).

Really?

Interesting. But incorrect.

Explain then how someone get a license in 15-18 days, and others go 60-90 days even though all paperwork was received on day 1? Just sayin.

I am at the 60+day mark. Have called a few times and always gotten a different story. Yesterday I was told my application was missing the paperwork. I know many here get the same thing and resend. Just hit redial...

Yesterday I got the please call back message after hitting 1. The 4th redial it went through. Pretty long wait after that, but I have a headset so I just did other things while enjoying their muzak.

Well, maybe now that you've been told they found your paperwork you can get the ball rolling. I've tried to get through today, nothing.
Now's the time to get your state rep. involved. The only way this process is going to improve is if we make enough noise.
I have done that... via email... no response from them either.

So I called today... My 60 day mark.

I was told that they were waiting on my paperwork, and asked if I had sent it in yet.

I told her that this was the first time I had heard that. And that it was sent 60 days ago. 10 seconds later she mysteriously had my paperwork. I was then told it needed to go to data entry.

When I told her that they had 60 days to issue or deny, she told me that the 60 days starts now because they just got the paperwork. I explained that it was all sent together and that the 60 days starts when the actually get it, not when they get around to pretending they just got it.

Asked for a supervisor and was hung up on. Was polite the entire time, just refused to be lied to.

Yep... App submitted online 5/2, all documents uploaded 5/8.

No status ever, except the generic screen that is now gone.

Feels like dealing with the most dis organized organization ever. Our tax dollars at work. And the worst part about it is all of the defenders telling us to be patient and wait another 60 days.

Just got my stealth gear yesterday...

Might want to email them also. They aren't quite as bad as Austin, but they are trying.

They say 3-5 weeks. At 5 weeks I emailed them, they said it would go out the next Friday. No shipping info so I emailed again the following week. They finally shipped. Think it was about 6 weeks total.

However, my husbands is still "under review" and we did everything at exactly the same time. Status updates showed up on the same date for each of us (with one small difference).

5-22-14 Application
5-22-14 Confirmation email from DPS that apps received
5-28-14 Fingerprints
5-28-14 Sub'd all documents electronically through DPS website
5-28-14 Confirmation email from DPS "all docs recv'd"
6-4-14 Status change/update "received" and "under review"
The only difference in the 'status' between the two of us was that my fingerprints showed "complete" almost right away, where my husbands showed (and still shows) "under review"....... but first thing this morning (6-20-14) my status shows * M A N U F A C T U R E P E N D I N G *
(Sorry for all of you who applied before me, really I am, I have no idea why mine went through so fast ....)
That place is such a joke.

Happy for you, I submitted mine on 5/2. 49 days, and I still have the generic screen with no status updates at all.

I probably should cancel and resubmit it, I'll get it next week that way.
