If the waste heat numbers are not available the next thing I would look for is the efficiency numbers. Don't forget about the ballast.

Happened to me, the enforcer used the "it might be stolen" excuse. Was not impressed with his handling of the weapon.

That is pretty much my logic. If I do my job and the shot placement is good I want the round to do it's job and not be deflected.
