2. You're assuming that someone who does know what a CHL looks like will be able to tell it's a real, valid CHL when it's inside the license holder, from dozens of feet away. Even if they're holding it in their hand, they won't know it's valid for sure unless they're LE and run the license number.
I mean, there's no law saying you *can't* carry your CHL in a badge holder if you really feel like it, but I don't think it will solve any problems (which may or may not exist in the first place).
