The only place I find anything is the Urban Dictionary. There it's spelled Hybauchery and it's the act of doing something illegal. It's not listed in my wife's Webster's Unabridged, so that makes me wonder about the purpose of this assignment.

Consider the three branches of government. Congress is the legislative. They just write the laws. Law enforcement is part of the judicial branch. Judicial upholds the laws.
