They should more accurately be called Seniors Always Patrolling, or SAP's.

Only the Texas Penal Code regulates where and how weapons can be carried. Many cities and municipalities are passing out "rules" requesting volunteers with a CHL not carry. This would seem to be increasing the cities liability rather than limiting it, as they would hope. I disagree. If on...

Most of the cities with a "COP" program try to regulate "weapon s" and make participants sign their rules asking them to not carry weapons. In my opinion (IANAL, etc.), that policy was written by someone who did not understand the law or did not care to get it right. PC 46.02 con...
