Driving with an open beer in your car is open container. If you are impaired or over .08% BAC, that is DWI. Drinking and driving is not always DWI if you are not impaired or over .08%.
Drinking while carrying is not illegal, unless you are/become intoxicated.

I think that this would have to apply to OC as well, if it passes, since there will only be one version of 46.035 when it's all said and done, and SB17 just adds an exception that the intentional display does not apply if the person is a license holder, with weapon in belt or shoulder holder.

Hopefully in most places, but they'll probably try to exclude at least schools.
I don't think 46.035 bans schools in the first place, federal law does that. This would open up for carry at school or professional sporting/interscholastic events.
