The B & I Committee submitted a Committee Substitute of HB 681 to Calendars for scheduling. At this point I am not sure what the Committee substitute entails.

The vote on the substitute was taken immediately after roll call at the very beginning of the video.

The results of today's vote will become part of the bill's written record in the next day or so then use the link given below to check status of actions and new wording and provisions:

I think so, but it was hard to tell. They were flying through several bills, and it was hard to tell when one discussion was over and the next one started. I heard the chair say something about a substitute, but I think that was for the bill right before ours.

There are no amendments indicated here, and they didn't spend enough time talking about it today to introduce any new amendments. I'd say it's a pretty safe bet that it's not been amended.
You will note that the link you provided was dated several weeks ago and does not reflect the actions taken today.

Dear Rep. Workman,

I send this FAX to thank you for signing on as a co-author of HB681. This helps validate your answers to the TSRA questionnaire which earned you the “A” rating from that fine organization.

I also send it to strongly urge you to work to get HB681 voted out of the Business and Industry committee WITHOUT amendments offered by business interests.

I am sure they will try of offer amendments that would gut and neuter the bill as written. This would be a terrible disservice to the nearly one half million of CHL holders and the countless sportsmen and ordinary citizens who normally have a weapon for self defense or sporting purposes stored out of sight in a locked vehicle.

The amendments to be offered will effectively negate the effects of the Motorist Protection Act and the CHL provisions. This would be totally unacceptable because, if a citizen cannot lawfully store their weapon in their locked vehicle without threat of job loss in these economically precarious times, they are effectively prevented from exercising their 2nd Amendment rights from the time they leave home until they get back home after work and after any other business they may have to conduct throughout the remainder of the work day.

IT IS WORKIN

Rep. Paul Workman (my rep) from Austin and Rep. Sid Miller, from Stephenville, signed on as co-authors TODAY--2-23-11.

I called Rep. Workman on the 15th and followed up with an email to get him to sign on. I didn't know at the time that he was on the committee getting the bill. I was going to call today and renew my request to sign on, when I got an Action email from TSRA. In checking before I called, I discovered that these two had signed on as co-authors. We now have seven members of a nine member committee signed on as co-authors.

The pressure from TSRA and the subsequent calls from constituents has worked.

If you are not a member of TSRA, sign up and get the action alert emails to work as a force multiplier for your individual efforts to affect the changes we want.

In the end, today, I got an answering machine type device and left a messages expressing appreciation for signing on and expressing hopes that he helps get to bill our quickly without amendments.
