Instructors could (and probably should) start offering more basic and/or refresher handgun instruction courses. The ones who don't already offer these should begin offering them to help offset the loss of revenue from the renewals. I would encourage any citizen who carries but does not train or shoot regularly to take such a course to ensure you are not more of a threat to the gen pub than the perp. Fees charged naturally include room rental and range space and time, so reducing the actual class time isn't going to substantially reduce those overhead expenses, but not having to test the renewals is surely going to impact some wallets.
