As for the out of state visitors, the policy would be the same as it is now. If I cannot verify he can legally carry, he is unlawfully carrying and gets arrested. the visitors should be well aware of this if they have any sense at all (and since they are CHL's, I am presuming they do). But we could also get our federal representatives to put pressure on the FBI to alter NCIC/NLETS to give officers a way to check on out of state CHL's, just like we do DL's.
