Nope. I don't read it that way. I think the section 411.191 you quoted applies only to certified instructors. If an already-licensed CHL's former instructor is suspended or revoked, it doesn't affect the carrier's license.

Yeah, if he's out there teaching CHL classes, then he has an obligation to get it right...to himself, to the state, and to all the students who take his class and trust his information.
