Understood, Skiprr, but part of the issue is the inequity in processing times. One person's background check is done in 2 days, while another has been waiting for 45 days and it still hasn't been completed. The latter has a right to complain, 60 days or no 60 days. If the DPS doesn't like the disruption, then they need to redesign their review process to operate in a more consistent and timely manner.

Yeah, remember also that they have a BUNCH of these things to do. Thousands of them. "Hey, Joe... when you finish with those sewer inspections, can you help me with some of these freaking CHL apps?" You get the picture.

Arrests - just a couple of PI arrests back during my wilder years, 40 years ago (jeez, am I that old??). In fact, I talked to them on the phone about it after I mailed my application, and he said don't worry about it, that I really didn't even have to include them in the application. Unless you have been arrested before, where it would cause more checking, I wouldn't worry about it, just give it a week and you will have your license (or at least a positive web update)
That would be nice, to get the CHL in the mail all of a sudden! Having worked in a state office cubicle for several decades, I can say with virtual certainty that the person who updates the web site is NOT involved in checking and approving applications. This person has a huge stack of approved applications - or several screenfuls of unread emails about approved applications - and goes through them and updates the web site when he's not working on something else, or on break, or taking a sick/vacation day, etc. Very likely it's a near-minimum-wage employee, an "administrative assistant" who does this when he/she is not on phone duty or working the front desk. Higher-paid state officials who do more "serious" work don't typically have the task of fiddling with web sites in their job descriptions.
Further... even then, the "web site updaters" don't directly edit sites on the web servers. They use something like Front Page or Dreamweaver, or maybe even direct email, and send an update REQUEST downstairs to a department with a name like "Information Services," an they are the ones who actually have access to the actual files on the server. Letting a minimum wage envelope-stuffer access public web sites is a BIG security no-no in any state agency.
So it's probably this sort of thing that accounts for people getting their CHLs in the mail while the web site still shows "under review" or whatever.
Hmmm.. it's 12:15. I think I'll walk out to the mailbox....
