Yes. Trust me. I worked for the State for 37 years. State agency (and this includes UT) administration is ALL about power and ego, and has virtually nothing to do with knowledge or competence. I wouldn't be surprised if there were people on these boards who think SB11 allows drunk freshmen to run around with full-auto Uzis and twirl them on their fingers during class. But whatever they say is true. If they say the sky is green and 2+4=5, then the sky is green and 2+4=5, and those who don't nod and smile in agreement tend to not get invited to the socially correct backyard barbeques, their emails lost and their phone calls not returned. My hopes for SB11 sank like the Titanic when I learned that parameters for its implementation would be decided by these brainless, bureaucratic blobs of protoplasm and their subservient minions. I know; I've spent a considerable portion of my life sitting across conference tables from them.
That first sentence that I bolded above is not part of my comments and should not be attributed to me.

I agree with your point as well. I doubt they have a true complete understanding of the law and it's implications.

Statement from Chancellor William McRaven:

AUSTIN – Today, the Texas Legislature reached a decision on the issue of campus carry. While it is not what we had hoped for, I respect the Legislature’s decision. I also appreciate legislators for recognizing the very specific safety considerations that are unique to campus environments.

It is helpful that the bill was amended to allow our campus presidents to consult with students, faculty and staff to develop rules and regulations that will govern the carrying of concealed handguns on campuses. I look forward to working with our presidents as they craft these policies and bring them to our Board of Regents for review.

I pledge to our students, faculty, staff, patients and their families and to all those who may visit a UT institution that, as UT System leaders, we will do everything in our power to maintain safe and secure campuses.
I'm rather content we didn't get "what we had hoped for".
It seems to me that if a persuasive person were to sit down with these university presidents and chancellors and explain to them what we have today, and that the legislative intent is to open that door further, it would go some way toward swaying their upcoming policies in our direction.

Unfortunately, I suspect their planners/briefers will more likely be 'yes men' who will only subvert the legislative intent as far left as they think the boss wants.

One thing from the article that I posted previously concerns me. Did the legislation expand where concealed carry can be prohibited on campus? This seems to add campus instead of just premises.
“shall establish reasonable rules, regulations or other provisions regarding the carrying of concealed handguns by license holders on the campus of the institution or on premises located on the campus of the institution.”

Opponents such as Martinez Fischer and Rep. Joe Moody, an El Paso Democrat who drafted the compromise language giving more power to campus officials, disagreed.

“What SB11 ended up doing was allowing the president, with faculty, staff and students, to draft a very localized plan of where weapons would be allowed and wouldn’t be allowed on campus,” Moody said.

“It wasn’t an opt-out, but it was about as deferential to the local entities as you can be,” Moody said.

Prior to being elected to the Texas House of Representatives, State Representative Dr. Alma A. Allen was elected to, and served on, the State Board of Education for over 10 years.
Beginning her career in education as a teacher at Parker Elementary School and Grimes Elementary School, Rep. Allen went on to become assistant principal at Foster Elementary School and then served as principal at Peck Elementary School, Windsor Village Vanguard Magnet School, and G.B.M. Turner Elementary School. She also worked in human resources and central administration, and retired from Houston Independent School District after 39 years. Thereafter, Rep. Allen continued her career in education as an Adjunct Professor at both Texas Southern University and Prairie View A&M University. Currently, she is a motivational speaker, and an educational consultant.
Rep. Allen holds a Bachelor of Science degree and a Master of Education degree from Texas Southern University and a Doctorate of Education in Curriculum and Instruction from the University of Houston, as well as a certificate in administration and supervision from the University of Houston. Rep. Allen has received many awards and honors, including Principal of the year, District 5, and Outstanding Alumnus of the University of Houston. Rep. He's talking about how the bill forces the college to make a "gun free zone" and that people with guns have to go to a "gun free zone"

I would use it as a recruiting asset that our students are safer because we allow them the tools to defend themselves.

Most regents with the exception of Wallace Hall on the UT System regent's board pretty much rubber stamps whatever the President and Chancellor decides. I don't think they typically provide much practical oversight and direction.

I also know for a fact there are many guns already on campuses. That's why it is so hard to me to understand why so many are against those that have a chl carrying one concealed on campus.

They are already there!!!!!
